Studioだけならインストールできるんですが Contoller をどうしてもインストールできない

実は、英語版の Windows Server 2008R2 SP1 か 2012 が必要。
仕方ないので、2008R2 SP1 を用意
インストールできるようになりました。
ところが！
| The Controller may only be installed on the English language version of the operating system with system locale set to English (United states). |
英語版のOSでなおかつシステムロケールを英語(アメリカ）にしていないとインストールできないとのこと。
うわぁ、めんどくさいよ・ω・
