Windows 8の Flash Player を削除して強制的にアップグレードできないか試した
とりあえず、そのままだと、上書きでインストールできないので、フォルダのアクセス権限。レジストリのアクセス権限を奪って書き換えてみた。

このスクリプトを タスクスケジューラーでSYSTEM権限で実行
はい消えた！
そのままだとインストーラー通らないので、互換オプションでインストール
インストール自体は成功。
でも、なぜか起動できない・ω・；
