Windows Vista 以降なら普通に使えるけど、Windows 2000やXPでもサポートツールを入れることで利用可能。

バージョン低いけど、/Transfer いけるっぽい
ちなみに、魔改造版 Windows 2000なら、Vista のbitsadmin.exe も動作するのを確認

なぜか、このエラーが出る場合。
・ダウンロードパスが存在しない。
・ファイル名まで指定する必要がある。
